Plant breeding is the science driven creative process of developing new plant varieties that goes by various names including cultivar development, crop improvement, and seed improvement.
Foundation seeds are progeny of Breeder seed, which can be clearly traced to Breeder seed. Foundation seeds meet the criteria of genetics purity and clear identity of breeding parent.

In this step, limited quantity of foundation seeds are multiplied at maximum 2 stages. The genetic purity of foundation seed should be maintained at 99.5 per cent.

Final certified seed is the progeny of foundation seed and its production is
supervised and approved by certification agency. These seeds are available to farmers.
